Technical Assistance on Development of (FAQ) Note and Support of Monitoring and Evaluation Reports of Sub-National Action Plan For SDGs in the Target Province for Project for Strengthening Framework of Implementation of SDGs in the Republic of Indonesia

The Project for Strengthening Framework of Implementation of Sustainable Development Goals (hereafter the Project) has been implemented by BAPPENAS with support from JICA since February 2019. One of the activities of the Project is to support the provincial governments in preparing RAD SDGs (SDGs Regional Action Plan). The Project provided support for the preparation of RAD SDGs from 2019 to 2020 for five target provinces, which are Aceh, Sumatera Utara, Kalimantan Barat, Maluku Utara and Sulawesi Tenggara. The SDGs Centers of three universities, University of Bengkulu (UNIB), University of Padjadjaran (UNPAD) and University of Hasanuddin (UNHAS), participated in this support.

Among the five target provinces, Aceh, Sumatera Utara, Kalimantan Barat and Sulawesi Tenggara have already completed their RAD SDGs. However, Maluku Utara has yet to have its Drafts approved. This province requires continuous support until the RAD SDGs is completed.

Expected Methodology

First, identify the composition of the coordination team responsible for the SDGs RAD MONEV in each province. Review the implementation structure of RAD MONEV. Secondly, interview the respective provincial officials (online or in-person) to identify the factors why MONEV reports have not been produced. For Maluku Utara, the factors for this will also be identified. Discuss with provincial officials what efforts need to be made to eliminate the identified factors. The results of this discussion discussion will be used to create a support program of technical assistance. This program needs to be agreed upon by all parties involved, including the NCs, the provincial government, and the JICA team.
Thirdly, provide technical assistance according to the program under the supervision of NCs. Finally, a seminar (online or at the venue) will be held to report on the results of the technical assistance to the provinces and to share experiences among all parties. It is assumed that technical guidance will be provided face-to-face. It was assumed that one person would visit each province three times and stay for three days each. In case of travelling, the SDGs Centers must obtain an approval from JICA Indonesia Office every trip in advance in the interest of bio-security risk management. For this, the SDGs Centers should submit their travel application in the prescribed format 10 days before the each of departures to JICA SDGs Project Team.

However, the number of visits and others will be left to the discretion of each center. If the prevalence of COVID-19 makes it difficult to visit each province, for instance, guidance could be provided online.
